The Council of Reserve Forces’ and Cadets’ Associations is a joint committee established

under the provisions of the Reserves Forces Act 1996 and provides a strategic level interface between defence customers and the UK wide network of Reserve Forces’ and Cadets’ Associations (RFCAs). The RFCAs deliver three primary tasks Maintenance Management of the Reserve and Cadet (or Volunteer) Estate, Support to the work of Army and Air Cadets and Defence Engagement. CRFCA is assigned the role of overseeing the delivery of those three outputs on behalf of Government and the Ministry of Defence. It plays a key role in Policy development and strategic management of the vital Estate resource for Navy, Army and Air reservists and their corresponding Cadet forces.

           

The Role:

  • To be lead Point of Contact for all CRFCA, Defence Infrastructure Organisation and single Services queries relating to the requirement, distribution and spend of funds to provide ‘Soft FM’ support to the Reserve and Cadets on the Volunteer Estate.
  • With DVE you will assist in the development of policy for ‘Soft FM’ facilities management across the Volunteer Estate. You will be the primary Point of Contact for all H&S matters from RIDDOR reporting to PQQ implementation and audit.
  • You will assist in carrying out EM02 Audits and Assurance reporting across all 13 Associations.
  • Based at Tennal Grange, Birmingham you will also act as Administrator for CRFCA Estates WM Office supporting A-DVE and DVE

The Person: 

  • We seek an individual with excellent inter personal skills with considerable recent experience of Soft FM services management or Project Delivery in a senior capacity or as part of a team.
  • Good understanding of Health and Safety risks in Construction and the Workplace.
  • Ability to analyse and apply, as appropriate, complex higher level policy documents.
  • The ability to operate effectively within a team in an integrated multi-disciplinary Project Environment
  • Previous experience of working in Facilities Management across a multi-site portfolio is essential.
  • MBIFM or equivalent FM Professional body
  • NEBOSH General Certificate

Council Reserve Forces' and Cadets' Associations is a Ministry of Defence sponsored body representing 13 regional RFCAs across the United Kingdom. Appointed by Parliament we serve the Reserve Forces and Cadets of the Armed Forces: Royal Navy, Army and Royal Air Force. With Defence funding we provide and maintain over 2,500 sites from which the Reserve Forces and Cadets are based for collective unit and detachment training activities. CRFCA represents the regional RFCAs and gives policy, guidance and direction in order to meet our agreed objectives and direction from our stakeholders. The RFCAs are mandated to acquire, maintain and dispose of land and property for the use of Defence. With a total FM perspective we directly deliver and oversee the provision of capital builds, refurbishment and through life maintenance of the estate for the benefit of Defence. That regional linkage means we are ideally placed to advise the MoD on current regional issues that affect seamen, soldiers and airmen. We are also ideally placed to engage with regional employers and develop a seedbed to aid and encourage recruitment.
