I am currently recruiting for a Interim Transport Consultant to work with my client to develop a Strategic Park and Ride, Bus Deal, Bus Strategy and Joint local transport plan for the south west. It will involve cooperation with my client and the councils to take these transport related projects through to full business case.

My client wants to develop a robust plan over the next 6 months and then hand over for procurement by the construction team.

My client is the subsidiary of central government responsible for distributing and developing a transport plan for the South West region.

Description

The Scope of Works are: -

  • To review scheme development work to date, for; Strategic Park & Ride, Bus Deal / Bus Strategy and JLTP4, and to establish a Work Programme to take each scheme from current evidence base, through planning, to hand over to the Capital Delivery Team to procure

  • To work with the Head of Transport (WECA), Heads of Transport (UAs) and Directors within the Unitary Authorities to ensure all schemes are agreed and understood, identifying any gaps that may require further development work by the WECA Transport Team

  • To establish a Work Programme for the development of each scheme, and associated evidence base, to point of hand over to the Capital Delivery Team, ensuring compliance with WEBTAG, DMRB, WECA Financial Governance, Local Planning and any other project specific requirements
  • For the Work Programme, develop Scopes of work that can be let under the new WECA Professional Services Framework which will be in place from Mid November 2019
  • To identify and highlight interdependencies across the Work Programme
  • To develop a Project Plan and Risk & Opportunities Register for the Work Programme
  • Work with the Head of Capital Delivery to facilitate any Early Contractor Involvement as applicable.
  • Keep the Director of Infrastructure, Head of Transport, Head of Capital Delivery up to date with progress, and provide a fortnightly report to Heads of Transport.

Profile

Qualifications & Experience of the Interim Planning Consultant

  • Degree educated engineering within the Transport Sector with considerable experience of developing transport related projects to Full Business Case.
  • Experienced and knowledgeable in relation to DfT systems and processes including WEBTAG and DMRB.
  • Significant experience of developing transport projects in the public sector including detailed understanding of Local Planning, Highways Authority responsibilities and Transport Authority responsibilities.
  • Importantly, this candidate will work at pace with drive and focus, and understand the need for effective negotiation skills to establish and agree this programme, which is of critical importance to WECA.
  • The role is based in Bristol and the individual would need to be there on a daily basis, with some home working / agile / flexible working encouraged.

Job Offer

My client is willing to pay daily rates relative to experience, candidates submitted between £500 - 800/ Day. IR35 status yet to be confirmed.
