National role based in any of the North West, North East & Yorkshire, Midlands & East and London & South regions.

COVID-19 – during this time, CHP staff are working from home and are expected to travel minimally for the business 

The National Facilities Contracts Manager post oversees the Soft Facilities Management (FM) contracts management team, taking overall responsibility on ensuring all national and regional contracts are managed in the same way regardless of region and delegating national leads where appropriate.

The post holder will manage a range of Soft FM, and in some areas, Hard FM services for Community Health Partnerships (CHP) as the national lead.

The role requires enforcing supplier performance and pricing in line with contract agreements, leading and co-ordinating the preparation and mobilisation of relevant services in each region where relevant and managing the transition from existing supply contracts where applicable. The individual will be CHP’s national nominee with Soft FM (and potentially Hard FM) suppliers, dealing with contract issues and performance management. The individual will also be required to support Area Property and Asset Managers (APAMs) and the Regional Property Director on managing the performance of relevant service contracts.

The role requires national travel across the portfolio with visits to regional offices and properties; attending contract meetings, collating and checking KPI data, specifications and supplier performance with relevant stakeholders.

The role requires managing subordinates to support the contract performance of suppliers and ensure they deliver at least the contractual performance standards.

Duties, Responsibilities and Accountabilities

Contracts Management

  • Lead a team of Contracts Managers and Soft Service Auditors.
  • Maintaining an up to date contract register for CHP and a plan and supporting the mobilisation of contracts.
  • Alongside the Contracts Managers, manage mobilisation of the new Soft FM service provision and manage future procurement of contacts.
  • Provide advice and support for all procurement activity.
  • Produce and maintain internal guidance offering training and guidance to the contracts team.
  • Develop and implement robust and effective policies, processes, procedures and systems to support the operational effectiveness of CHP in relation to procurement and contracting.
  • Support the Procurement Manager on Soft FM procurement guidelines to ensure all appropriate guidance is received.
  • Actively manage specific corporate contracts to ensure contractor compliance.
  • Proactively manage CHP’s relationship with suppliers through formal and informal processes and communications.
  • Collation of key account data in order to produce performance reports.
  • Manage the maintenance of a RISK register during any contract lifetime and/or assess our procurement process.
  • Work with regional contract managers to ensure regular performance reports are submitted and effective contract management procedures are implemented.
  • Review performance against pre-determined KPIs and implement service credits penalties where applicable.

Line management

  • Arrange quarterly objective review meetings with direct reports to review the progress of staff in achieving their objectives set for the year.
  • Ensure direct reports are working effectively and towards a common goal.
  • Delegate data gathering tasks where applicable.
  • Ensure HR related tasks have been accurately and correctly recorded and logged within the HR Management system
  • Review and approve expenses claims monthly on the Concur expenses management system
