Estates Division

The Estates Division is responsible for the planning, development and operation of the University’s operational and investment Estates.  It employs 350 people and is responsible for capital and operational budgets in excess of £200m.  The Operational Estate is one of the UK’s largest and comprises some 370 teaching, academic and research buildings with a total footprint of 723,000 square metres and an insurance value in excess of £3.4bn.  The Non-Operational Estates comprises more than 1000 investment, support and residential properties and the University Farm. 

Background to The Requirement 

The Health & Safety Coordinator position sits within the Estates Operations team within Estates Division and reports to the Head of Estates Facilities and in a matrix reporting line to the Health & Safety Manager in the central Estates Division Business Support function.

The role holder will  provide management and support in all aspects of health, safety and wellbeing across the Estates Operations function including policies, procedures, compliance, communication and reporting in conjunction with Estates Division policy led by the Health and Safety Manager.

What you’ll be doing

The role holder will be accountable for developing and maintaining health, safety and wellbeing policy and processes, and for monitoring and reporting on health, safety and wellbeing performance across all services and functions provided and managed by the Estates Operations teams.  These include maintenance, minor project works, housekeeping, landscaping, catering, waste management and other support functions such as postal services, AV support and reprographics.  The remit includes both directly employed staff and external contractors and service providers.

The role holder will engage with other University and Estates Division staff and advisers through health and safety committees, working groups and meetings.  They will play a key role in driving a safety culture and awareness throughout the Division and the wider University.  

The role holder will provide training and support for all staff within Estates Operations.

The role holder will implement and manage procedures and processes to monitor and ensure health, safety and wellbeing compliance.  They will work with the Health, Safety and Wellbeing Manager to develop management reporting tools to meet best practice, and ensure appropriate and accurate information is provided to the leadership team.

Experience

  • Built environment health and safety experience along with experience of managing health and safety across multiple locations.
  • Experience in implementing H&S policy and processes, creating risk assessments, undertaking audits.
  • Sound working knowledge of H&S legislation and best practice. 
  • Experience of management reporting requirements and of the development of HSSE audit, records and reporting systems
  • Experience of implementing staff development and training programmes, including staff motivation, encouragement and support.
  • Experience of H&S management standards such as ISO 45001.
  • Maintenance and/or facilities management industry knowledge is an advantage but not essential.

  • Ability to manage complex projects under time challenging conditions.
  • Demonstrable analytical and report-writing skills.
  • Effective decision making & problem resolution skills.
  • Ability to motivate and enthuse others, including at a senior level.
  • Ability to present complex ideas to a variety of audiences.
  • Highly proficient in MS Office suite.
  • Experience in risk management and CAFM systems.

Qualifications

  • Qualified to Degree Level or Level 7 Business or Management qualification. 
  • Relevant qualifications in health and safety such as a NVQ, BSC or NEBOSH national diploma.
  • Either hold or be close to obtaining Chartered Membership of IOSH (CMIOSH).
