We are working with an NHS organisation in the East of England to appoint a Head of Capital Projects/Programmes for an interim period of 3 – 6 months.

The role will be working on a band 8C, inside IR35 and through an umbrella solution company.

The post holder will lead on the Redevelopment Programme, playing a key role in the delivery of the Outline Business Case for new and improved care facilities for projects and programmes.

Key responsibilities will include:
  • Ensure that there is a clear overall milestone plan supported by individual workstream plans, that are clearly communicated and widely understood across the programme team, with all critical tasks identified and monitored;
  • Review and build on the existing set of programme tools for project plans, risk and issue templates and reporting templates to ensure that progress and concerns are effectively communicated and escalated, both to internal committees to external stakeholders;
  • Recommend and implement a programme governance and meeting routine, that is in line with the needs of the organisation and meets best practice for effective programme delivery and communication;
  • Establish a clear process for routinely identifying, prioritising, and initiating new tasks where needed, ensuring that robust governance arrangements are in place for all changes and that there is a clear audit-trail for decision-making;
  • Produce high quality routine and one-off reports / presentations, presenting highly complex, detailed and potentially sensitive information to a range of senior stakeholders, including executives, external regulators, and the public;
  • Oversee the preparation of programme documentation for relevant Committees, Boards and steering groups within the organisation and for external partners, to provide update information, respond to queries or information requests, and monitor and programme progress;
  • Act as a role model, demonstrating a professional leadership style, holding the interests of patients and the public uppermost and adopting a flexible approach to meet the competing demands of the role;
  • Have delegated responsibility for the Programme Management Office budget, ensuring that the service is delivered within agreed financial plans and budgets, including any agreed cost efficiency improvements;
  • Develop excellent relationships with staff at all levels, with frontline staff involvement central to the overall programme approach and making use of existing management structures where this is needed.
The ideal candidate will have:
  • Experience working within the NHS/ a healthcare setting;
  • Master’s degree or equivalent or at least 5 years previous experience in programme/project management for capital works with proven successful delivery;
  • Knowledge of NHS Capital Business Case development / HM Treasury Green Book Guidance;
  • Experience of initiating and delivering a robust PMO function for significant change / capital schemes, of over £100m value;
  • Excellent skills in planning, managing and directing multi-faceted programmes;
  • Able to lead teams, plan works and write detail reports inline with budgets.
