Salary: Grade B - £37,694 (National Framework) or £42,712 (London Framework – if you are London office based or homebased and live within the boundary of the M25) – There is also an additional homeworking allowance of £514 per annum for those working from home

Contracted hours: Full time 37 hours per week

Role Purpose...

Reporting to the Head of Operations, Finance and Development this is a manager role where you contribute to the development and management of Healthwatch England’s strategy, business planning, performance management, processes and systems to support the organisation in the formulation and achievement of its objectives, priorities and strategies.

The Strategy, Planning and Performance Manager will manager 2 team members - Committee Administrator and Business Support Coordinator - and be responsible for:

Delivering operational activities, manage the programme management framework and reporting on Healthwatch England’s activities.

Working collaboratively with the Head of Operations, Finance and Development to support and ensure effective infrastructural support for the organisation.

Oversight and Delivery of the 5 Year Strategic Plan.

Lead on all aspects of risk management and provide monthly report to the Audit, Finance and Risk Sub-Committee.

Generate the business plan with input from the Leadership team.

Accountabilities

Ensuring support for the Committee and Chair is efficiently and effectively managed and support the organisation governance structure.

Collaborate with the Leadership Team to produce a business plan, outing the organisations, strategic objectives, key performance indicators and strategic risks.

Review and manage the Strategic Risk Register, Information Risk Register and Asset Register to assess and control threats to the organisation.

Producing, reviewing and reporting on risks to the Audit, Finance and Risk Sub Committee.

Coordinate the development of the organisation’s performance management processes, ensuring they are aligned to the annual business plan.Monitor implementation and report on progress against the performance of all programmes and projects.

Ensure that performance reporting is accurate, timely and fit for purpose and tailored to the needs of the Healthwatch England Management Team, the Healthwatch England committee, CQC, DHSC and other bodies as appropriate.

Produce and maintain the Business continuity plan to enable the organisation to continue its services following a disruptive incident

Manage the enquiries to ensure timely responses to queries, FOI or complaints.

Specific Skills & Experience

Essential

Educated to degree level or equivalent.

Extensive experience of planning, designing and implementing a performance management process.

Substantial experience of strategy development and business planning and an understanding of corporate governance within the public sector.

Exceptional written and oral communications skills to an advanced level including preparing and presenting complex reports. Experience of negotiating and influencing and providing advice and guidance to senior managers.

Exceptional organisational skills, including the ability to plan and manage multiple work-streams and competing priorities; evaluating, analysing and swiftly summarising information; numerate with a keen eye for detail and a passion for accuracy in written reports.

Demonstrated ability to solve complex issues through critical thinking, analysis, defining clear solutions and ensuring buy in.

Demonstrated ability to work effectively as a member of a management team, contributing constructively beyond the role’s specific remit.

Experience of identifying and managing risk and handling complex projects to good outcome.

Able to reassess priorities on a continual basis and comfortable working independently in a fluid environment

Experience of facilities management.
