An exciting opportunity has arisen in a large NHS organisation in the South East Coast for a Head of Estates Programme Management.

This position is permanent on a band 8b, which comes with a salary of £56,164 - £65,262 per annum, including the NHS pension scheme and NHS benefits.

This role is responsible for the practical delivery of any Estates and Property concepts, business cases and projects into mainstream service delivery, in order to encompass the service or building in to the wider team’s daily workflow.

The programme management role will encompass working with both staff from the department and the wider clinical groups within the organisation, as well as partnering with services and staff in the wider ICB/area network.

The spectrum of projects is wide reaching and will include:
  • New building projects
  • Estate reconfiguration and asset rationalisation
  • Service transformation
  • Building and service transfer
  • Informed client/ stakeholder representative role in projects delivered by partner organisations
Key responsibilities will include:
  • Hold responsibility for providing the link and ensuring continuity between all aspects of projects and programmes within the Estates & Facilities Directorate;.
  • Ensure there is seamless workflow between the various teams involved in the delivery of projects and programmes within Estates & FM, the organisation and the wider ICB/Local Authority dependant on the project;
  • Responsible for all aspects of programme and business case management which will include Business Planning and programme tracking that will link directly into the Directorate’s and organisation’s strategies;
  • Involved with all aspects of divisional Business Case writing so will have an expert understanding of the NHSE/I Green Book and 5 stage business case processes, also possess require strong administrative, managerial and leadership skills;
  • Lead and ensure that any interlinking projects and property management tasks as required including feasibility studies; preparing budget estimates, procurement strategies and programmes of work to support the organisation’s priorities programme and effectively and efficiently delivered;
  • Corporate responsibility for the delivery of key projects within the department, ensuring the project is delivered on time and within budget;
  • Ensure compliance with the latest organisation Standing Financial Instructions and Standing Orders in all contracts and commissions;
  • Ensure the wider development of contingency and business continuity plans are considered to meet changing needs of the estate;
  • Responsible for ensuring each programme/project is compliant with Care Quality Commission requirements and other elements of NHS guidance and regulation;
  • Initiate and lead on the programme planning process for the E&FM Directorate to include CIP and accommodation prioritisation plans;
  • Work with the Associate Director of Strategic Health Planning and Property in the implementation of transformation programmes and projects arising from the Estates Strategy;
  • Planning and prioritising project and programme work schedules to meet both the planned and unpredictable demands of the service; the ability to re-prioritise in order to deal with urgent business cases and the organisation’s demands.
The ideal candidate will have:
  • Specialist professional knowledge, underpinned by theory and practice, including knowledge of building related legislation and relevant technical discipline (e.g. construction, finance, project management or financial management) acquired through training and experience to Masters level equivalent;
  • Considerable senior management experience;
  • Experience of programme management within an estates & facilities environment;
  • Ability to influence key stakeholders to ensure the correct outcome is delivered;
  • Ability to write and manage a change programme effectively.
