Finegreen are supporting an NHS organisation in the East of England to appoint a Property Manager. The period for this role will be an initial 2 year fixed term contract, on a band 8a with the salary ranging from £50,952 to £57,349 per year.

The client is looking for someone to be specifically focussed on the project to dispose of a major part of the Upper Plateau of a main site and to relocate services and teams to new locations / properties and the associated acquisition of those assets.

Key responsibilities will include:
  • Managing all property title and transactions functions including acquisition and disposals of estate, negotiating leases and licences both in capacity as Landlord and Tenant, property searches, technical building surveys, appointing specialist technical contractors, property contracts management, statutory compliance, property risk assessments, correct registration of property titles and advising the organisation of their responsibilities under the terms of leases and licences;
  • Assist the Director of Estates & Facilities in development and regular review of the Estates Strategy taking in to account organisation service strategies and organisation wide service development plans;
  • Responsible for the development of a space utilisation and property management strategy and for delivering an appropriate methodology to ensure best practice across the property portfolio;
  • Provide a project management service for other property management focused complex projects which may not include a capital expenditure requirement;
  • Project management duties to include; development and implementation of Project Initiation Documents, business cases, briefing documents, project delivery and commissioning programs;
  • Ensure terms of property leases are regularly reviewed and maintenance regime compliance is maintained and updated, including liaising with the organisation’s solicitors, surveyors, Landlords and other professionals;
  • Work Closely with the Director of Estates & Facilities regarding the acquisition and disposal of properties identified as surplus in accordance with Monitor and HBN 00-08 code guidance;
  • Ensure services are provided in accordance with the terms of service level agreements, are statutory compliant and achieve business objectives set out in budget and service delivery plans.
The ideal candidate will have:
  • Qualified to Degree Level or have equivalent level in a property related subject;
  • Proven comprehensive managerial financial and strategic experience within the Estates functions Associate membership of the RICS or equivalent;
  • Experience of managing large value property redevelopment and disposal cases;
  • Knowledge of building systems with practical knowledge within the NHS or public sector;
  • Current knowledge of Statutory Planning, Building Regulations / Building Services Codes of Practice, property leases, Heads of Agreement and be able to liaise effectively with Legal Services;
  • Ability to work successfully across professional organisations and with a multitude of stakeholders, including well developed negotiating, facilitating and influencing skills.
