Job summary

The Office of Government Property (OGP) is a business unit of the Cabinet Office, leading the Government Property Function, setting strategy and delivery standards for multiple Government-wide programmes, and leading the Property Profession of 7,000 professionals across Government. This role sits in the Property Profession team, OGP’s Property Capability Programme, providing high quality services to Departments.

We are a friendly and driven team of 12, based across the UK, and we’re proud to have a mix of professional skills across Property, HR, Project Management and Communications. As Graduate Manager, your work will support our aim of developing a motivated, skilled and qualified workforce that is both diverse and socially mobile.

Job description

The successful person will play a crucial role in developing Property Capability and our Property Leaders of the future. You’ll be involved in the whole graduate journey, from outreach, through recruitment, to coordinating Property placements across government, ensuring our graduates add value to their teams, while gaining the relevant Property experience to develop into qualified leaders of the Profession. You’ll have fantastic exposure to a combination of senior Property and HR stakeholders across government, influencing a culture of demand for - and real value in - Property early talent programmes.

What you’ll be doing

1. Lead the Property Fast Stream, working collaboratively with the central Fast Stream Early Talent (FSET) team to:

  • Ensure departmental buy-in to Property early talent
  • Recruit a diverse cohort of talented candidates from across the UK
  • Manage the placement, accreditation and development journey of our ‘on scheme’ graduates, ensuring they get the technical and leadership experience they need to be successful.

2. Develop and implement a high quality, standardised accreditation support offer across all departments - ensuring departments and individuals have what they need to achieve the appropriate accreditation (e.g. RICS Assessment of Professional Competence - APC)

3. Ensure an engaged pipeline of prospective property graduates, working with colleagues across the

Profession team to deliver high quality Outreach activity, and a robust, civil–service-wide approach to Government Property internships and work-placements

This is an exciting, varied role with autonomy to shape and implement strategic initiatives to help Government develop and retain high calibre property graduates, and reinforce Government Property as a Career of Choice. The wide-reaching nature of this role will offer exposure to all departments, property portfolios and team operating models across government, which means success here is a platform for your own development and career progression, too.

Further information

Please note that successful candidates will need to pass the CTC security checks – this requires you to have been resident in the UK for the past 3 years. Supplementary checks may be needed where individuals have not lived in the UK for that period. This may mean your security clearance (and therefore your appointment) will take longer or, in some cases, not be possible.

Please note the terms and conditions attached. Please take time to read the document to determine how these may affect you.

A reserve list may be held for a period of 12 months from which further appointments can be made.

Any move to Cabinet Office from another employer will mean you can no longer access childcare vouchers. This includes moves between government departments. You may however be eligible for other government schemes, including Tax Free Childcare. Determine your eligibility at https://www.childcarechoices.gov.uk

If successful and transferring from another Government Department a criminal record check may be carried out.

In order to process applications without delay, we will be sending a Criminal Record Check to Disclosure and Barring Service/Disclosure Scotland on your behalf.

However, we recognise in exceptional circumstances some candidates will want to send their completed forms direct. If you will be doing this, please advise Government Recruitment Service of your intention by emailing Pre-EmploymentChecks.grs@cabinetoffice.gov.uk stating the job reference number in the subject heading.

For further information on the Disclosure Scotland confidential checking service, telephone the Disclosure Scotland Helpline on 0870 609 6006 and ask to speak to the operations manager in confidence, or email Info@disclosurescotland.co.uk

New entrants are expected to join on the minimum of the pay band.

This check will provide information about employees who have been dismissed for fraud or dishonesty offences. This check also applies to employees who resign or otherwise leave before being dismissed for fraud or dishonesty had their employment continued. Any applicant’s details held on the IFD will be refused employment.

A candidate is not eligible to apply for a role within the Civil Service if the application is made within a 5 year period following a dismissal for carrying out internal fraud against government.
